Instruction primarily serves the correct and danger-free action by employees (i.e. properly handling fire extinguishers), whereas information aims at disseminating (passive) knowledge (i.e. the location of fire extinguishers). In many cases, this distinction is of a purely academic nature, as the resulting obligations are very similar.
